DFID: United Kingdom – Nigeria Infrastructure Advisory Facility
This is a Prior Information Notice (PIN) only. Publication and call for competition will be conducted once the scope
of work is fully defined and approved. In support of DFID Nigeria's Business Plan (2016-2020), DFID is seeking a
service provider to deliver the third phase of its Nigeria Infrastructure Advisory Facility (NIAF programme) -

service provider to deliver the third phase of its Nigeria Infrastructure Advisory Facility (NIAF programme) -
The United Kingdom Nigeria Infrastructure Advisory Facility (UKNIAF). The selected service provider will be
expected to deliver the programme's five output areas over a period of four years (2017-2021). Building on the
success of the two earlier phases of the Nigeria Infrastructure Advisory Facility (2007-2016) the programme will
provide high quality embedded and short-term expertise to Nigerian government and regulatory counterparts to
support improved delivery of infrastructure services. There are no separate lots for this programme as the Theory
of Change identifies significant synergies between the component areas, which a service provider will be expected
to maximise. The five component work areas are expected to be: the power sector; Federal roads; systems for
driving better value from the Federal capital budget; support for the development of Public Private Partnerships;
and the provision of expertise to restore infrastructure and related services in Borno and Yobe States in North East
Nigeria. At Federal level the current programme is funding embedded teams for the Vice President of Nigeria,
the Minister of Power, Works and Housing, and the Nigerian Sovereign Investment Authority. It is expected that
funding for these teams will be continued under UKNIAF and key members of these teams will be available to
all bidders to include in bids. Full details will be provided prior to the commencement of a competition for services.
DFID will be holding an Early Market Engagement event for interested suppliers on 30th September between
10-12noon, at our London Whitehall office. Please register your interest for this opportunity on the supplier portal
