The Centers for Disease Control and Prevention, an agency of Department of Health and Human Services is seeking applications from eligible organisations for a program entitled “Epidemiology of Zika Virus as a Sexually Transmitted Disease” with an aim to address critical scientific questions necessary to bolster evidence-based responses to the ZIKV epidemic in the United States and globally.

The program will explore the duration and infectiousness of Zika virus shedding in semen, vaginal secretions, and other body fluids, determine the risk of sexual transmission in areas both with and without local vector transmission, and evaluate factors that may facilitate sexual transmission including behavioral factors.

Zika virus (ZIKV) is a mosquito-borne flavivirus that has recently been introduced and emerged as a critical public health concern in the Americas. As of August 17, 2016, 2259 cases of ZIKV infection have been reported in the United States, of which 14 (0.6%) have been locally acquired through mosquito contact. However, during this same period, US territories had over 8,000 reported cases,of which nearly all were acquired locally. Whereas previous outbreaks have been reported in Asia and the Pacific, this current outbreak has highlighted the potential for sexual transmission, along with vector-based routes of transmission. Several case reports showed persistent ZIKV RNA in semen and suggested sexual transmission. A more complete understanding of the potential role of sexual transmission in Zika endemic and non-endemic settings is crucial for developing interventions and guidance on risk reduction. The purpose of this Funding Opportunity Announcement (FOA) is to address critical scientific questions necessary to bolster evidence-based responses to the ZIKV epidemic in the United States and globally. The FOA will explore the duration and infectiousness of Zika virus shedding in semen, vaginal secretions, and other body fluids, determine the risk of sexual transmission in areas both with and without local vector transmission, and evaluate factors that may facilitate sexual transmission including behavioral factors.

The Centers of Excellence in Genomic Science (CEGS) program establishes academic Centers for advanced genome research. Each CEGS grant supports a multi-investigator, interdisciplinary team to develop innovative genomic approaches to address a particular biomedical problem. A CEGS project will address a critical issue in genomic science or genomic medicine, proposing a solution that would be a very substantial advance. Thus, the research conducted at these Centers will entail substantial risk, balanced by outstanding scientific and management plans and very high potential payoff. A CEGS will focus on the development of novel technological or computational methods for the production or analysis of comprehensive data sets, or on a particular genome-scale biomedical problem, or on other ways to develop and use genomic approaches for understanding biological systems and/or significantly furthering the application of genomic knowledge, data and methods towards clinical applications. The Hilden Charitable Fund was established in 1963 by Joan and Tony Rampton. It is a grant making foundation registered with the UK Charity Commission, Charity Registration Number: 232591. The Hilden Charitable Fund awards grants to projects both in theUK and in developing countries. Hilden’s grant making priorities overseas are for projects in developing countries working on community development, education, and health. Trustees will particularly welcome projects that address the needs and potential of girls and women. Trustees will be pleased to hear from UK Non Governmental Organisations/charities and hope that UK NGOs/charities will encourage their local partners to apply directly to Hilden for grant aid.

Average grants are £5,000.  Hilden will consider funding for more than one year.

The Middle East Partnership Initiative (MEPI) program in the Department of State’s Bureau of Near Eastern Affairs, Office of Assistance Coordination (NEA/AC) is seeking applications from eligible organisations to fund a program entitled “Empowering Women through Entrepreneurship in Tunisia” with an aim to increase the inclusion of women in social, political and economic life in Tunisia through the empowerment of female entrepreneurs and the promotion of women owned-businesses.

This program is designed to support aspiring and experienced female entrepreneurs – at various levels of the entrepreneurial cycle – in order to start and expand women-owned businesses in Tunisia.

Program Priorities

• Applications submitted must include activities that enable women across Tunisia to start, grow, and sustain businesses through training, coaching, mentorship, expert assistance, and access to financing.
• Program activities must focus on governorates and communities outside of Tunis, addressing theeconomic development issues of marginalized communities.
• Applicants must have a decentralized organizational model to ensure regional inclusion and encourage the sustainable delivery of services to women.

• Contingent on the availability of funds, approximately $1,500,000 in Economic Support Funds for approximately one cooperative agreement will be awarded

CDC: Polio Eradication and Emergency Response in Afghanistan and Pakistan

The Centers for Disease Control and Prevention (CDC) is seeking applications from eligible entities to fund a program entitled “Polio Eradication and Emergency Response in Priority Countries” with an aim to support the government of Afghanistan and Pakistan to achieve polio eradication in 2016 and provide for post-eradication sustaining efforts.

The program has established a presidential task force and activated an Emergency Operation Center to implement and monitor activities. Multiple partners are working with the Emergency Operation Center (EOC) including Rotary International, WHO, UNICEF, Bill and Melinda Gates Foundation, USAID and others.

Strategies

• Support polio campaign activities in security compromised and inaccessible areas of Afghanistan and Pakistan.
• Improve training and supervision of polio eradication initiative (PEI) activities in Priority 1 and 2 low-performing districts (LPDs) in Afghanistan
• IPV catch-up vaccination of children < 5 years of age in low-performing districts of Afghanistan.

Eligibility Criteria

Eligible applicant must have demonstrated experience and collaboration in the following areas:

• Collaboration in public health programs with priority country national governments
• Collaboration with multiple polio eradication partners including BMGF, USAID, WHO, UNICEF, Rotary and others
• Collaboration with movement partners ICRC and ARCS who will negotiate for safe access in insecure areas
• Demonstrated accomplishments in designing and implementing public health action and programs in complex settings
• Demonstrated capacity to mobilize sufficient culturally competent personnel to achieve outcomes
• Ability to manage grants and contracts

FY 2016 Conflict Mitigation and Reconciliation Programs and Activities (Global Reconciliation Fund)

The United States Government (USG), as represented by the U.S. Agency for International Development (USAID), Bureau for Democracy, Conflict and Humanitarian assistance (DCHA), Office of Conflict management and Mitigation (CMM) invites applications from qualified entities for funding a program entitled “2016 Conflict Mitigation and Reconciliation Programs and Activities (Global Reconciliation Fund)”. The program carry out the activities that mitigate conflict and promote reconciliation by bringing together individuals of different ethnic, religious, or political backgrounds from areas of civil conflict and war.

The program aims to make significant strides in the overall goal of conflict mitigation, peace and reconciliation through the implementation of People-to-People (P2P) activities in selected eligible conflict-affected countries.

Funding Information

• Subject to funding availability, USAID intends to provide approximately US $16,000,000 in total USAID funding.
• The ceiling for the single award under this program is US $1,500,000.
• Actual funding amount are subject to availability of funds as well as content, quality and number of applications received, needs and competing priorities.

Funding Range

• For Local Entities Only: Funding Range between $100,000 and $800,000
• For Local Entities and Non-Local Entities (except for Colombia): Funding Range between $800,000 and $1,500,000

Eligible Countries: Bosnia-Herzegovina, Macedonia, Burundi, Liberia. Rwanda, Senegal, Uganda, Zimbabwe, Papua New Guinea, Philippines, Sri Lanka, Colombia

Eligibility Criteria

• USAID encourages applications from potential new partners.
• USAID will not accept applications from individuals.
• USAID welcomes applications from entities that have not previously received financial assistance from USAID.
• With the exception of one funding category and all programming in Colombia, the following types of entities (both local and non-local) are eligible to apply.
  • U.S. and Non-U.S. Non-Profit NGOs
  • U.S. and Non-U.S. For-Profit NGOs
  • U.S. and Non-U.S. Colleges and Universities
  • Public International Organisations (PIOs)
  • Only local entities may apply for funding in the lower funding category.
  • For programming in Colombia, only local entities may apply.
• The Recipient must be a responsible entity
