Call for proposals – Support for Child and Youth Protection Initiatives in the Democratic Republic of Congo (DRC)

Foreign Affairs, Trade and Development Canada (DFATD) is launching a call for proposals for child and youth protection initiatives in the Democratic Republic of Congo (DRC). The total amount of funding available under the call is fifteen million Canadian dollars (CAD $15,000,000), to be disbursed over a period of up to five years.
Based on the availability of funds, DFATD will fund projects valued at between three million Canadian dollars (CAD $3,000,000) and seven million Canadian dollars (CAD $7,000,000) and that will be implemented over a period of three to five years.
The deadline for proposal submissions is October 22, 2015, at 3:00 p.m., Eastern Daylight Time (UTC-4).

Objective

This call for proposals is designed to support project proposals whose objective is to improve the well-being of children and youth in the DRC through child and youth protection initiatives.

Definitions

By "protection," DFATD means the prevention of and fight against violence toward, and the exploitation and mistreatment of children, including sexual exploitation, child labour, child trafficking and harmful traditional practices such as female genital mutilation/excision and child marriage. Child protection projects may target children and youth who are particularly at risk, such as those who live without parental protection, have problems with the law, are conscripted as child soldiers or live in an armed conflict situation.
By "child," DFATD means any human being under the age of 18.
By "youth," DFATD means any human being between the ages of 15 and 24.
By "local institution," DFATD means a civil society organization or public or government institution (at the national, provincial, local or other level).
Projects funded under this call for proposals must contribute to the achievement of the following ultimate outcome:
  • Ultimate outcome: Improved well-being of children and youth in the Democratic Republic of Congo.
The projects must also contribute to the achievement of all three of the following intermediate outcomes:
  • Intermediate outcome 1: The government and local institutions are more effective at preventing violence and at protecting children and youth, taking into account gender-based differences.
  • Intermediate outcome 2: Families and communities adopt practices that better respect the rights of children and youth in a gender-equitable manner.
  • Intermediate outcome 3: Children and youth are more involved in activities/services aimed at preventing violence and providing gender-specific and equitable protection.
Projects may focus on the following categories of children and youth (though this is not an exhaustive list):
  • children and youth who have experienced family and social breakdown;
  • homeless children and youth;
  • children and youth working in mines or other dangerous situations;
  • children and youth in armed conflict situations, including child soldiers;
  • children and youth subjected to sexual violence, or to early or forced marriage.
The working language in the DRC is French.

Eligibility

This call for proposals is open to Canadian, international and local organizations, including private-sector organizations. Organizations that submit a proposal must be registered or have proof of their legal status. 
DFATD will review proposals requesting between three million Canadian dollars (CAD $3,000,000) and seven million Canadian dollars (CAD $7,000,000) for projects with a duration of between three and five years.
The applicant must have at least three years of experience in managing and implementing international development projects in the area of child and youth protection that have produced positive results, with at least one project valued at at least two million Canadian dollars (CAD $2,000,000) and one project implemented in a French-language setting.
Only organizations that meet all of the eligibility requirements listed on the application form will be considered under this call for proposals. Organizations that do not meet the eligibility requirements may form a consortium with another organization that does meet all of the eligibility requirements. It is not necessary for a consortium to form a separate legal entity for the purpose of applying in response to this call.
DFATD will review and assess duly completed proposals. Failure to meet all of the eligibility requirements could result in the rejection of the proposal.
