The Land Bank of the Philippines, in its goal of promoting sustainable and inclusive social and economic development, calls on multilateral or bilateral development institutions, donor agencies, diplomatic embassies or trade or commercial units, to establish a partnership with us through an Official Development Assistance (ODA) program. The ODA program is aimed at sustaining the efforts of local governments to transform their communities through projects or programs related to governance, delivery of social services, economic development, environmental management, and investments in strategic municipal infrastructure.
Submission Guidelines
Organizations with the following characteristics are eligible to submit their proposals:
- Legally established multilateral and bilateral institutions, including donor agencies, may submit their respective proposals to be either a “sole entity” or a “participant or collaborator”; The provider of the credit component should be eligible to conduct business and enter into a sovereign agreement under Philippine laws, e.g. ODA Act of 1996 (as amended), Foreign Borrowings Act of 1966, etc;
- Should preferably have a representative office in the Philippines or have implemented or assisted projects within the Southeast Asian region in the last five (5) years;
- Must have experience in successfully implementing projects or programs that can be replicated by Local Government Units, which will be the main beneficiaries of this Cooperation;
- Must have sound financial and administrative or management capacity.
Important Dates
03 August 2015 - Start of the Call for Proposal via online announcement at LANDBANK’s website and letters of invitation.
02 October 2015 - Deadline of submission is during office hours from 8:00am – 5:00pm, Philippine Standard Time; Online submission will not be entertained.
05 October 2015 – 06 November 2015 - Assessment and selection stage
25 November 2015 - Issuance of Notice to selected development partner.
The agreed terms and conditions of the Financial or Grant Cooperation shall be the basis in obtaining approvals from LANDBANK’s management, management of the cooperating development institution(s), and national oversight agencies such as the National Economic Development Authority, Department of Finance, Bangko Sentral ng Pilipinas, etc.
