Funding Guide: USAID Small Grants and Ambassador’s Fund Program

The United States Agency for International Development (USAID) is providing support to Pakistani people through Small Grants and Ambassador’s Fund Program. Mission of USAID is to end extreme poverty and to promote resilient, democratic societies while advancing our security and prosperity.
Overview of USAID small grants and ambassador’s fund program
The Small Grants Program will fund time-limited awards under $250,000 to support innovative one- to three-year proposals from Pakistani organizations, namely NGOs, civil society groups and communities. The program is designed to fund innovative activities that promote USAID’s development objectives that may not necessarily fit into existing U.S. government programs.
List of major sectors for grants under SGAFP:
  1. Energy
  2. Education
  3. Health (Mother & child)
  4. Economic Growth (Including Agriculture)
  5. Governance
  6. Gender
  7. Stabilization in Khyber-Pakhtunkhwa and FATA
A competitive proposal must meet the following criteria:
  • Be innovative and unique;
  • Be independently developed by the applicant;
  • Be consistent with and supportive of USAID/Pakistan’s strategy and objectives;
  • Be able to meet a specific programmatic need;
  • Not be an advance proposal for forthcoming USAID solicitation that will be competitively awarded.
Geographically focusing Punjab, Sindh, Balochistan, FATA and Khyber Pukhtunkhwa province, the program is designed to fund innovative activities that promote USAID’s development objectives.

Education Sector
USAID seeks to support improved quality of education through activities contributing to goals listed below:
  1. Improved reading skills for 100 million children in primary grades. Activities to improve educational access must be designed to contribute to another goal.
  2. Increased equitable access to education in crisis and conflict environments for 15 million learners.
USAID requires proposals for education grants which must be designed to help resolve challenges related to educational quality and access.
Civic Participation
USAID seeks proposals for Civic Participation grants that must be designed to strengthen the capacity of Civil Society Organizations (CSOs) for policy analysis, advocacy, coalition-building, internal governance, membership representation and services, and engage in other activities aimed at fostering more peaceful and democratic societies. Focus areas under civic participation are:
  1. Capacity Building of Civil Society to Support Government Institutions for Essential Services
  2. Citizen Participation and Oversight
  3. Strengthen Worker Unions and Corporate Accountability
  4. Cross Cutting Theme
Application Procedure
While preparing applications, the applicants should ensure that the timeline for proposed projects should begin approximately 4 months after submission of an application (to allow for grants processing time) with a completion date no later than April 30, 2017.
For a grant under USAID’s Small Grants Program, the applicant must first submit a concept paper about the proposed project using the form provided on USAID’s Small Grants Program website. If the concept paper is approved, the applicant will then have to complete a full proposal using the form on the website.
